Expanding Australia’s offshore delivery through Transnational Education (TNE)

Acumen has been contracted by the Australian Department of Education to design and run pilot programmes in innovative TNE in priority markets, including Vietnam and Indonesia during 2023/2024.  The focus for these markets has been on piloting short courses non-award exec ed or microcredentials, to test market interest from a different market segment (professionals rather than students) in premium Australian education services, delivered locally.  

Under these pilots, Australian providers would work alongside local partners (either private training providers, or local universities.) The main responsibility of the local partners is to drive sales and marketing through existing B2B channels, but in some cases the local partner may also be involved in delivery.

Australian providers have previously been selected via Expressions of Interest, open to all Australian higher education providers. For Vietnam and Indonesia, we continue to work with one preferred Australian provider for each of these markets. However, we would like to provide the opportunity for an additional Australian provider to join these pilots.

Project Overview

Growth and innovation in online delivery, shifting skills needs in international markets, changing student preferences, and emerging markets for Transnational Education (TNE) delivery means Australia needs to consider how best to identify and leverage emerging offshore opportunities.

This two-year Australian Department of Education-led project sees Acumen, part of Sannam S4 Group, working as project facilitators to identify and expand opportunities for offshore delivery of education via innovative TNE pilots.

The project utilises Acumen's experience in TNE research and our relationship with international governments and global education providers. Acumen is recognised as a leader in helping globally ambitious education organisations enter, explore and expand internationally. Acumen's Role and Timelines

Acumen's role is as a project manager for the project. Acumen staff in-country offer full support to the selected Australian providers, providing advice, introductions, facilitating engagement, and supporting the local partners as required. We liaise and manage all engagement with the Department of Education. Please note there is no funding to underwrite or subsidise delivery of the pilot programmes themselves.
 
 Pilots must be confirmed and the delivery phase underway (i.e. delivery to cohort(s)) by mid-September 2024 at the latest.

Selection Process

Australian providers interested in this opportunity should submit an expression of interest by filling out the above form or emailing marnie.watson@sannams4.com by COB Friday 10 May which covers:

  • The market or markets of interest (Vietnam and/or Indonesia)
  • Confirmation of available short course programmes (2-3 days) that meet at least one area of identified demand:
  1. Innovative Leadership & Management 
  2. Sustainability
  3. Data Driven Decision Making
  4. Digital Transformation
  5. Description of how these programmes reflect current best practice and case studies from industry
  6. The preferred mode of delivery (e.g. in-country delivery, licensing etc)
  7. Confirmation that the provider can prioritise this project and deploy necessary resources to ensure pilots are delivered by September 2024.


Acumen will follow up on each Expression of Interest separately, with a view to confirming an additional provider for both Vietnam and Indonesia by Tuesday 14 May.

Please note that the selection criteria, process and timeframe are subject to change at any time at the discretion of the Department of Education and Acumen. A decision by Acumen as to which Australian providers participate in this project for Vietnam and/or Indonesia is at Acumen’s discretion and is final.

The primary purpose of the “Expanding Australia’s offshore delivery through Transnational Education (TNE) Project” pilots is to assess, evaluate and establish innovative TNE initiatives across four primary geographic regions: South Asia, South East Asia, North Asia, and Latin America and then support Australian tertiary education providers to identify appropriate partners in-market.

In the initial phase of the project, Acumen underwent an extensive research and consultation process, drawing on its comprehensive TNE portfolio and international expertise supported by the Department of Education’s network of Education and Research Counsellors posted at key Australian Embassies and High Commissions.

We assessed the TNE environment for Australian tertiary education providers and have delivered summary insights through market-specific Information Resource documents, to help Australian educational institutions to explore the opportunities. The Information Resources on those markets included in Phase 1 and Phase 2 will be accessible to all Australian tertiary education providers to further build the Australian education sector's understanding of the environment.

Following this market assessment, four initial pilots were identified for inclusion in the Phase 1 pilot programs: one each in Colombia, India, Malaysia, and Vietnam. They are:

Collaborative Online International Learning (COIL) in Colombia, providing meaningful international connections between students and staff while building the brand of Australian institutions with the intention of leading to more expansive TNE initiatives in the future.
Amplification of established TNE models in India with programme innovation such as work-integrated learning.


Hybrid Executive Education programmes in Vietnam focused on addressing identified skills gaps; either technical skills (such as digital skills) or soft skills (such as communication, and leadership). Examples could include digital transformation for executives, and data science for leaders.
Microcredentials in Malaysia, involving the delivery of Australian online microcredential/s in cybersecurity, in partnership with local stakeholders - industry, Malaysian government agencies, and/or training institutions.
Phase 1 of the project is underway, though not all pilot programs have commenced delivery.

Further pilot programmes have been identified for Phase 2 in Brazil, Colombia, India, Indonesia and Vietnam.
